The terms regulation and control are often used interchangeably, but they describe different ideas.

In engineering, control usually implies that an external controller directs the behaviour of a system towards predetermined objectives. A thermostat controls room temperature, and an autopilot controls an aircraft by continually correcting deviations from a desired state.

Living systems operate differently. Biological regulation arises from within the organisation of the organism itself. Rather than imposing behaviour from outside, regulatory processes continually coordinate metabolism, development, physiology, behaviour, and organism–environment interactions so that viability is maintained under changing conditions.

APS therefore distinguishes control from regulation.

Control describes externally imposed direction. Regulation describes the intrinsic coordination through which living systems continually sustain their own organised persistence.

This distinction is important because it shifts the biological question. The central biological question is therefore not how living systems are controlled, but how they continually organise themselves so that organised persistence remains possible despite continual internal and external change.
