The capacity to evaluate is not the same as the capacity to matter morally. A being may possess Moral Standing because it is vulnerable to injury, deprivation, exclusion, or harmful treatment, even if it cannot participate in Moral Evaluation itself. Participation in evaluation may shape responsibility and justification, but it is not a necessary condition of moral consideration.
