Many biological theories implicitly seek a privileged location for agency. Agency is variously attributed to genes, molecular networks, nervous systems, brains, cognitive processes, or behavioural mechanisms. Although each of these contributes to living activity, none by itself explains how a living system maintains its own viability.

APS rejects the search for a single scale at which agency resides. Living systems persist through coordinated organisation extending across multiple scales simultaneously. Molecular processes contribute to cellular maintenance, cellular organisation supports physiological regulation, physiology enables behaviour, and behaviour modifies the system’s relationship with its environment. Agency emerges through the integration of these activities into a coherent process of viability maintenance.

This does not mean that agency is distributed equally across all scales or that every process is itself an agent. Rather, agency describes the organised activity through which a living system contributes to maintaining the conditions of its own continued existence. Because those conditions are maintained through cross-scale organisation, agency cannot be reduced to any single component, mechanism, or scale of analysis.

The organism therefore acts as an integrated viability-oriented system rather than as a collection of independently acting parts. Activities occurring at different scales acquire biological significance through their contribution to maintaining this organised persistence.
