A behaviour may recur without becoming a norm. Social Norms involve recognisable expectations that shape how conduct is interpreted, reinforced, criticised, sanctioned, or contested. Repetition describes what happens; normativity organises what participants are expected to do. The emergence of a norm therefore marks a transition from behavioural recurrence to socially organised expectation.
